Yes, but my cats eyes looks like that when they are in the mood to play.
Cats have perfect vision plus their second is like our 2-3 seconds.
Actually we have same gene as cat's have for night vision but that gene is not activated. Most likely is that we had use of it in the past but not anymore. Some scientists speculate that is yet to be unlocked and that in the future people will have those amazing light reflexing green-yellow eyes :) That would be awesome.
