That's a pufferfish.

It's highly toxic in certain organs. Certain death if you eat it the wrong way.

Just your basic pufferfish (what BP said)...Like the boat driving teacher on Spongebob. They "puff" up when the think they are in danger. You can buy them at any of the United States fish stores.

so what are they going to do, splash water on it all day? put the fricken thing back in the ocean.

Well, fact that they splashed water on it makes me think that they had an responsible adult around them to return it to the sea after little fun with camera. At least I hope so. After that I searched youtube for strange creatures and WOW. There's lots of weird stuff to see. Funny thought, lots of them were posted by Arabs mentioning Quran and how it's all connected. If you look long enough you can find connections and similarities in everything.
