Small US flags have been stuck into dog turds in southern German parks. “This has been going on for about a year now, and there must be 2000 to 3000 piles of excrement that have been thus adorned during that time,” said Josef Oettl, parks administrator in Bayreuth. Baffled police have increased patrols, but legal opinion is that no law has been broken.
