Either that was staged, or it was the worst police officer in the goddamned world. I'm tempted to believe it was staged due to the fact that there's no timestamp on the video which police dash-cams always have. Also, the camera angle moves, so unless officer Smith there had some yahoo with a camcorder riding shotgun, this is bogus.
Also, cats are awful.
AP editors probably zoomed the original footage so you could see the detail better. Not all final video you see is the original full frame. Also, it looks kind of small town and if it wasn't a really serious violation I don't see how this makes him a bad officer at all. You'd have him taser the kitty?

The first few seconds of the video when you see the cat walking up, you see all of that info (albeit in badly compressed video fashion), the officers name, the GPS location, if is lightbar is on, etc., etc. Then the video is cropped to just focus on the officer and the cat as you can still see the top of the info bubble at the bottom of the full frame at the bottom of the cropped version.
That show sucks. It's one of those shows that toss comedy central back in with the 'Everything Else (crap)' category of tv for their duration.

I love cats more than humans or anything. I love all animals, especially, cats, bats and skunks. Skunks saved me from being a victum of a possible very violent crime once. They scared off a possible attacker. Skunk scent does not bother me. I escaped into a colony of skunks and went where no attacker would ever go. I escaped a possible **** because of Skunks. Skunks are very awesome too. Their scent does not bother me but bothers others. Back on subject.Cats are completely awesome. I share my home with 4 cats. A home is not a home without cats for me. That is my opinion and how I feel about cats. I love cats. I just got a new kitten because one of my very much loved cat of my 4 cats died 9/28/09. Now I live with 4 cats again and I so very much love them and they love me.

my cat disappeared in august after i'd spent over a year fussing over her, taking care of her when she was sick and injured, letting her sit on me every minute of the goddamn day...
she just up and left! and is probably dead...
but.
my point is yeah. they don't give a shit, they do their own thing. which makes them mean, but still awesome.
