The Fed are doing what they do best because it's all they know how.

Used to be, productivity got too high, there was a glut of inventory, so they laid off the manufacturing. Drop the price of money, people buy up the inventory, they need to make more, so they rehire people, rinse lather repeat.

As you say, someone in Minsk doesn't give a shit about the %APR, especially when 2.5% prime rate means the BANK makes MORE PROFIT jacking someone's CC rate up to 29%.

Fed singular is the Federal Reserve, which governs much of how banks set things like mortgage rates.

Feds plural generally refers to agents of the Federal Bureau of Investigation and associated folks, as in the example above.
