Forum Mods and Admins

Anyone here who is either, I would like some advice from you.

I need to set-up a forum board for my school's Drama Club.

I need to have certain controls though, like for the Drama Club Officers, I need a section for them to talk about the club and stuff, but I don't want anyone but the Club officers to be able to see it, and stuff. I also need one so that just everyday random people CAN'T see topics, and whole parts of the board, because we got yelled at for that recently (we have a public ******* group). I guess what I'm looking for is a Forum board that allows you to make it so that the Super Admin has to approve any newbies.

If you have any suggestions for FREE forum baords that can do all this it would be greatly appreciated.

I'm running PHPbb 2.0.8 right now.

I found out PHPbb does most of what I need, except the screening of newbs.
