In the news, the coverage has revolved around granting retroactive immunity to telecom countries that aided the government. The ACLU sees this as an expansion of the ability of the government to eavesdrop on various communications. It's a bit hard to decipher given the Bush administration has already conducted electronic surveillance without judicial review or warrants. This would seem to be a (re?) codification of these practices.
I would have to wager this goes up the food chain to SCOTUS fairly quickly.
